The University Library is not a public institution, and its primary purpose is to serve its own staff and students by providing the literature and the information which they require. However, the Library is a member of a reciprocal access scheme called Sconul which provide limited access rights for staff and students of other higher education institutions, you can find more information at http://www2.hull.ac.uk/lli/library-services/books/sconul-access.aspx
